In addition to rolling restarts this morning, there is expected to be maintenance for Authentication from approximately 7 to 8 AM Pacific Time.
Typically if you are already logged in, you may not even notice this - but if you are trying to log into game, or these forums during that time, you may find a short period of time that you cannot.
