Unless the starting area uses phasing (and possibly even if it does), then logically there should be no reason why you'd be unable to. However, whether the starting areas for Gnomes and Trolls use phasing, or not, is another detail that remains to be clarified in the future.

i wonder about questing in cata. i'm a loremaster and have done an awful lot of quests on all continents. when patch 4.0 hits, will i be able to go back and do the new quests with all their added coolness or do i have to roll another toon for that?

Not exactly sure how this will work. But I imagine if they are completely new quests, that you've never done before, then I can't see any reason why you'd be unable to do them. For quests that you've done before that have changed in Cataclysm, whether you can do them again may depend on whether we treat them internally as new quests or reuse the same identification as the old quest had. Another thing that remains to be seen in the future, I'm afraid.
