Need help with eepanels and art

Oi! I've been trying to get this piece of art (http://www.incursio.1go.dk/minimap.jpg) to work with eepanels, but Im having great trouble with it. I've tried several guides on these forums, but I seem to be a failure at this :P
Could anyone possibly assist me?

Does that work with .jpgs? I'm quite sure you need to make it into a .tga ...
