Well this is already too late so i will take my time over the response, I believe Anvilbeard of all people should understand that forums do not lend themselves to time-limited responses.
Anyway, some definitions:
Paradigm: A set of assumptions, concepts, values, and practices that constitutes a way of viewing reality for the community that shares them, especially in an intellectual discipline.
The Guidelines you refer to could mean either of these:

So I'll take both.
With these definitions the Paradigm is the way the community at large view the 'reality' of the forum, the guidelines are our way of attempting to shape that reality, or if not the reality, atleast the view.
