Artifact Trait Questline NYI?

I believe the quest About Those Greater Threats... is what should be leading to the traits, however it says <TEMP> PURCHASE FROM High Brewer Dunkelbrau ON BROKEN SHORE.

However, there is no High Brewer Dunkelbrau at Deliverance Point, Aalgens Point, or Dreadstalker Point, and I could not find any other NPC to interact with to progress this quest.

Does anyone know any way to progress this quest?

There is no way currently as we have it deactivated at the moment. The goal is to have this out next week.

Just focusing on client/server stability and some backend services migration in these early weeks, alongside Demon Assaults.
