Basically with how poorly written these notes were, you might as well have just written this " The game has changed and classes have been adjusted"

Patch notes have been updated to indicate percent change on spec-wide damage increases, among other fixes. Make sure to refresh a couple of times if you don't see anything.

Work is still on-going on verifying certain reports, etc.
