Please clarify use of /cast [target=mouseover

It was recently brought to my attention that the macro /cast [target=mouseover] is actually usable on NonSecure frames, that is, on frames which are sorting in combat and which should not allow click-casting to occur. This means that nearly all of the functionality of mods such as decursive, which many of the WoW 2.0 changes revolved around trying to disable, are functional. The user simply needs to hover his mouse over a sorting window, and tap a key to cast spells at those targets.

So for clarification - is this the intended effect of /cast [target=mouseover] ? Or is something in the background bugged/broken that is allowing this?

Edit - oops, I meant on NonSecure frames, not Secure.

This should already be fixed in the beta.
