Unable to turn on addons?

I went through a character restoration yesterday, and part of the steps was deleting my cache.

However, now that my characters are restored, the "AddOns" button is magically missing from the character selection screen.

I checked to see if my addon folder was still in tact, and it was.

I'm not sure why this is occuring, hence why I came here.

Which addon folder did you check? If you have Vista, then the addons folder is here ( C:\users\public\games\World of Warcraft\Interface ) if you have XP then it is here: ( C:\Program Files\World of Warcraft\Interface )
