New Run Speed Enchant in 2.3?

Both Rogues and Paladins have received a buff to movement speed increasing talents, taking them to 15% runspeed, a higher universal speed increase than any other class can achieve. Will other classes have any way to move this fast?

EDIT: I don't want this to be a nerf post, it's cool that Rogues and Paladins can move that fast all the time, I'm just hoping that the same increase will become an option to other classes.
