Why can't I buy my title? So dumb

So I finally hit exalted with Shattered Sun Offensive, and all that I can even do with it is buy some crappy necklaces?

Why isn't the quest to donate 1000 gold and get the title available earlier? Does the SSO campaign just not want money now or something?
