Having this world quest require a focus to mount a hippogryph is rough. I had to kill 47/100 of the quest objective before getting all 10 of the shards to mount a hippogryph. I think after doing the Moon Guard Stronghold quest that this world quest is based on that the hippogryphs should just be mountable without a focus.
