Perma "Additional instances cant be launched"

Thanks to the new dungeon, all players are farming normal non-saving version of this dung because of the trinkets....

When I want to enter Onyxia's Lair, it still shows me a message "Additional instances cannot be launched, please try again later."
I am trying 30 mins to get to Onyxia's Lair, no chance.
