so Blizzard, how are we to TEST new content for the Shipyard if we need 11 thousand garrison resources? 1st 5 thousand to build Shipyard then another 1 thousand to build 1st boat then another 2 thousand for map and another 2 thousand for sharks and another 2 thousand for another thing wow WTF

This is correct. The costs should be substantially lowered in the next PTR build.
