Herb And Mine Level 3 Plans Not Showing Up

I got both achievements for the Mine and Herb level 3 plans but they're simply not showing up.

I'm at the NPC Sparz Boltwist where they're supposed to be sold and I don't see them. She's still selling Level 2 plans for both buildings despite both buildings being Level 2.

Anyone else running into this?
