That was a bug that has since been hotfixed on the Beta realms.

There was another fun one early in Beta. The description of the bug highly amusing.

Alter Time now has a 90-second cooldown.

Old 90 PvP set bonus is -90 seconds on Alter Time's cooldown.

Fun times are being had by all. Repeatedly. Infinitely.
