Is Honor and JP getting reset?

Just got a 90 and I would like to know if JP and HP are getting reset to know if I should spend it or cap it. Getting mixed answers from people. Thanks.

Only Conquest is being converted to Honor when Patch 5.4 goes live. There will be no changes to Justice or Valor Points.
