Mastery under level 80

Please somebody respond. I've seen conflicting data all over the web...

Since we'll soon be able to apply high level enchants on low level items, can someone please explain what will happen to Mastery on those items?

For example, Windsong can proc Mastery or Crit or Haste. At low levels, are the Mastery procs simply wasted, or do they convey some sort of benefit?

We're actually modifying Windsong to not proc Mastery for players below level 80. It will always proc either Crit or Haste.

For flat Mastery enchants... maybe don't put them on characters that don't have Mastery yet :P
