DPS Legendary gem no longer procs for tanks

Not sure whether this is intentional or not so Ill post it here and on the bug forums but as of now the meta gem is not proccing and ive tested it on 2 paladins and a monk tank on ptr with 0 stacks gained in 5 min on a dummy swap to dps and get 5 stacks in 10 seconds.

Would blizz really make the proc's dps only and force tanks to use the tank meta gem or is this a simple coding error. BTW the dps legendary xuen cloak is working for tanks so that leads me to lean towards this being a bug and not a planned thing but still discuss.

edit Tested gem on healers and it worked. So its only tank specs not working. Lore or some blue we could use a confirmation on bug or not here.

One extra note: we will be buffing the Tank (Indomitable) meta gem in a future build. We'll be removing the haste scaling from its proc chance, but increasing its base chance by 50%. That should make it activate much more regularly, even for tanks who stack haste, than the previous iteration.

We recognize that a lot of tanks are preferring the DPS meta gem at the moment, and we'd like to correct that, but we'd like to do it by making you like the tank gem, not by nerfing the DPS gem.
