Icicles Part 2

This is response to the last post in the first icicles thread which has reached its limit.

Mages do actually use fire blast in pvp. Getting rid of that to use it for launching icicles even further pushes this mastery into unworkable. To manually control the release of icicles, just give us an off the gcd spell (maybe that can be used while casting).
