Mogu Runes of fate ?

Ok can you only do the quest to get Mogu runes of fate certain times a week or something? Because I have 60 charms but the quest doesn't pop up =S

You can complete the quest once a week to obtain 3x Mogu Runes of Fate. The weekly reset is on Tuesday.
