Any one know how I can get my fps back up to normal?

Ok I had wow downloaded and working fine for on the computer upstairs at about 30 fps witch due to my low Internet connection because I live in the country I am forced to be be happy with. But that computer stopped working so I downloaded wow on the computer down stairs witch has more ram and a better graphics card than the computer upstairs. But wow is running at about 3fps when my Internet connection is normal!
What should I do?
I have already tried turning all the graphics right down and tried plenty other things that have been recommended on the Internet. Thanks
