Hypothetically speaking, if a person had their PTR account banned during the Cataclysm alpha/beta, would that ban be reset for the MoP beta? Particularly if this hypothetical person has the annual pass?
Hypothetically speaking, yes. The action wouldn't carry over. But this varies on a case-by-case basis so without more information there is no way we could answer with any level of certainty.
