How do I file a Complaint against a player?

There is a certain player who has said incredibly rude things to me and I would like to file a complaint against him. This goes above the "spamming" report.

Inappropriate language is, in fact, considered harassment in World of Warcraft. I believe that's all that's being contested here, and it's rather silly to insist it's otherwise when we state it very clearly in every bit of policy you agree to when you play our game OR post on our forums.
