Sounds like a known issue with the launcher mis-reporting a download in progress. Try restarting the launcher and it ought to go back to normal.

If you've tried restarting the launcher several times and it's still reporting a download in progress, it must be needing to download something still.

No, there have been no patches or updates. There's an issue with the launcher where it may suddenly indicate it's downloading a large amount of data. Restarting it, sometimes it takes a few times, has always resolved it. That's the current workaround while it's being investigated. If that's not working for you, I'd have to assume your launcher is actually downloading needed content.

You might try deleting the launcher.exe file out of your World of Warcraft folder and running the repair utility too.
