Refunding honor?

On 7/19/11 Blizzard refunded honor to the people who bought s9 vicious after s9 was over, But some people DID buy s9 vicious after s9 was over and they did not get there honor refunded. I was wondering does anyone know how blizzard is gonna check who did and didn't spend honor in that period of time?
