Eternal Embers - Why Can't GMs Assist?

Loot Master looted the Eternal Embers thinking that they were not BoP (this was before the patch) and then could not trade them to our legendary staff candidate. We asked a GM for help but the GM said they could not assist. Is there a reason for this? Shadowshard Fragments they could assist but not Eternal Embers?
