Nethaera on the US forum has given some information about Pain Suppression and Silent Resolve:

Pain Suppression is not gaining the benefit of Silent Resolve and this is now listed as a bug to be fixed in a future patch.

Pain Suppression itself is also not giving its proper resist bonus as it should be and this is slated to be fixed at the same time.

Yes, it should apply to all your spells that can be dispelled both on friendly and hostile players. In this case, Pain Suppression missed the boat on the bug list since each spell is checked on an individual basis. Once it's taken care of though, everything should be working as it should be for both the Silent Resolve and the Pain Suppression.

We appreciate the feedback on this and will get it corrected as quickly as possible.
