Getting saved to ToC 25 even if we wipe @ Ice

Yesterday our PuG 25 ToC wiped before downing Icehowl. As soon as everyone died all got saved. The raid obviously disbanded. Is this a bug or working as intended?

Being saved to ToC when you wiped to Northrend Beasts was indeed a bug, but the issue should be fixed now with 3.3.3.
