Seriously though, as the others have indicated, yes, a Race Change enables you to also change your name if you wish. Please note that if you decide to change your name the name you previously had will be placed on a cooldown list for 90 days.

Ah.... no. It locks the name for 90 days period. Even to the person who used the name originally.

Correct. One of the reasons for this was to prevent someone else from creating a character with that name in an attempt to impersonate the other character.
