Justice Point at lvl 70

Hey all

I was wondering is someone could shade some light on this yesterday i did 3 Heroic run but only 2 of this run gave me justice point from boss kill it feel like heroic run in BC is bug for not get reward the justice point sure heroic run is great way to get your reputation up with factions but what i understand from lvl 70 all way to lvl 85 you can more or less do heroic run so why cant i get reward with justice point on all my heroic run at lvl 70?

I can be wrong but i think the heroic run at lvl 70 is bug i hope someone can shade some light on this.

As already pointed out Vaarug if you are grouping with players who are higher level than you, then you will not get the Justice points for killing the boss.
