Unable to accept the Shadowlands Main Story quest "A Life of Service"

I am unable to start the quest in Bastion “A Life of Service”
When I completed the previous quest, I got some kind of error that said “You do not meet the requirements for this quest” and the next quest which is “A Life of Service” is not popping up for me, but the previous one did complete successfully.
