I’ve been leveling up herbalism on a new character and I was offered all the rank two quests from Declan Senal except the one for Sea Stalks. I’m max level herbalism now, every other herb at rank 3 and he still doesn’t want to offer me the cultural significance quest. I am up to date with the war campaign and have completed all the questing in the Alliance zones so I am at a loss on what to do now - anyone got some ideas please? Thanks
