Unlock the new traits - Blue Tracker

Hello,

I have 54 ranks unlocked and im at AK 32 and i cant find the way to start the quest to unlock the new traits.

From what i could check with a search on google, other players say its a item that drops from mobs in the broken shore.
I went there, several times, doing quests or just farming all kind of mobs and still no quest item.

Also, not sure if its related but i cant also start the broken shore campaign.
This is a alt.

Anyone that can help with what im missing?
