This item has been bugged since launch. All versions of it only give 99 haste/mastery instead of the ilvl-appropriate value, making it a drastically weaker item than intended.
Since trinkets guarantee expulsom on scrap, many players will be scrapping their old trinkets thinking they've gotten an upgrade, when in reality they are significantly reducing their character power due to this bug.
