Proudmoore Admiralty rep

Hey all,

This should be working for all players starting out in Tiragarde Sound now. To resolve this for players who've already completed Tiragarde Sound we've added a fix up via hotfix today.

Players who have finished the quest "Proudmoore's Parley" and have yet to reach friendly with the Proudmoore Admiralty faction can now speak with Provisioner Fray in the Harbormaster's Office (in the Alliance hub in Boralus) to set their reputation to friendly so they can access world quests.

Let me know if this doesn't resolve the issue for you.
