If I unlock the mage tower appearance on my druid will the appearance be available on my other druids in BfA or I must unlock it on them too?

Provided you obtain the base Mage Tower challenge appearance before the end of Legion, you'll still be able to unlock the colour variants of that appearance in Battle for Azeroth.
