I bet you all already have !@#$ ton of legendaries you cant use so why not have option to wear more than 2 but just drop their ilvl down by 40 or even 50 if you do so

Yes.
The secondary equip effect on the Antorus trinkets notes that "When empowered by the Pantheon...", such as 'Aman'Thul's Grandeur' on Aman'Thul's Vision or 'Khaz'goroth's Shaping' on Khaz'goroth's Courage will only function within the Antorus raid once it is live.
Currently on the PTR this effect works outside of the raid, but we want to make sure there's no confusion once the raid itself is live.

You can use the Pantheon trinkets all you want outside of Antoras raid. Only the small print part "When empowered by the Pantheon..." on each trinket will not function anywhere but inside the new raid.
Just for sake of clarification: this is correct.
