GM Island? - Blue Tracker

I feel like an idiot that I never knew this existed but my brother was showing me old videos of people glitching their way to GM Island on YouTube (usually ending in suspension/ban).

I just want to know what it is, why it exists/existed and why people were getting banned for going? I understand people were/are exploiting a glitch, but surely it's up to Blizzard to patch it as opposed to banning those clever enough to get around it?

Plz enlighten me, beloved community!
