PTR 7.3 stuck in initializing/waiting loop after scan/repair.

Was getting this error 0 crash about a skindb thing which you can see in the current 7.3 PTR bug report section.

Figured maybe something was missing and did a scan and repair. It did not need to download anything but now its stuck in that for the past few hours. All searchings for fixes Ive tried to find have not worked and I dont know what to do. I really rather not redownload 40gigs either.
