Tier 9 set bonuses

We're seeing many threads being launched discussing the tier 9 set bonuses. We're going to provide a single thread here in which to focus some of the feedback.

I started the thread because I wanted to organize the feedback. We were getting a dozen new threads launched on the same topic every few minutes.
