S2 for honor, s3 for arena (no rating req)?

So, I'm painfully new to Arena, although playing PVE for quite a while. Has there been any talk of changing the rules to acquire gladiator gear from the season previous to current?

What I'm referring to is the bump made at season change. Next time around I've learned that S2 will be purchasable for honor. So, questions, when season 4 hits:

    Will all S3 be attainable for arena points regardless of personal or team ranking?
    And will other items from S4, except shoulders, require personal rating?
    What I've gathered there are currently no requirements, except sufficient arena points, to buy S2 stuff, right?

The personal rating requirement on the Season 3 shoulder and weapons will still exist on those items when the new season starts, but it's likely that the current requirement will be lowered at that point.
