Paying out-of-game assets for in-game assets or services is generally a violation of the Terms of Use. Most such services also mean sharing your account, which is a very clear violation and often also result in your account being used for things you won't stand for.

Besides, why would you want to have someone power-level you? Leveling is part of the experience, and teaches you to play the character and get connected with people. If you really want to level really fast, make friends with people and have them help you out by running you through instances for some nice items and XP. It should, in my opinion, be unnecessary to pay for it in any case.
