Recruit a friend's country restrictions

Can someone explain what was the point of bringing such restrictions to Recruit a Friend offer?

Are all players eligible to "Recruit-A-Friend"?
Players with a World of Warcraft account from the following countries are able to "Recruit-A-Friend": Austria, Finland, France, Germany, Italy, Holland, UK, Norway, Sweden, Greece, Ireland and Spain. Players from outside of these countries; players with trial accounts, or with full accounts with five referrals from the "Recruit-A-Friend" currently pending, are ineligible.


Am I right that others (from Russia for example) looks like unappropriate players for Blizzard?

I can sincerely tell you, from an insider's point of view, that we try extremely hard to include as many countries as possible. When our hand is forced, this is generally due to legal restrictions in certain countries.
Forgive me, if I don't know them by heart for each different country, but this is what it will most always boil down to.
If that sounds harsh, please forgive me; I don't like it any more than you do.
