The patch notes are for the first deployment of the patch on the Public Test Realm. The patch is by no means complete or final at this point in time. Adjustments and iterations are continuing to be made and some parts aren't even fully implemented yet.

If you've tried the PTR out then I encourage you to direct any bug reports here and any specific feedback to here.

As for when the patch will be released? I don't have an answer to that at present, but once a date is set then you will be able to find it via all the usual means. :)
