This rep hasnt been up since pre patch and WQ's in general have been nerfed yet there is nothing in the patch notes .Can you please explain why Kirin Tor has been removed ? and why everything is being nerfed ?

Yep, Kirin Tor World Quests can still spawn even without an Emissary active.
