The quest currently does not work, though I'm unclear as to if this is an intermittent problem or something that affects everyone.

The quest simply does not start. Nothing happens after striking the Resonating Crystal with the hammer. Terrath the Steady does not show up. Aeosera does not show up. Nothing happens at all.
