Macro/Healing % in the new system

I have been reading these forums for abit now and havent seen this brung up yet. I understand we are getting away from automation type things but I reckon that is moreso from Addons rather than macros. So my question is will we still be able to make macros to heal targets if they are below certain %'s. For example you have to manaully tab thru friendly targets and if one is below the threshhold you determine, the heal with go off.

If this is true my next question would be will Emergency monitor atleast be able to be displayed? Some people dont/cant run full raid windows, so atleast seeing who is in jeapordy would be helpful. On the same note will Decursive atleast be able to be seen, though not used? These 2 things wouldnt automate anything, moreso just point us in the right direction as to who needs healed/decursed..
