Issue with Scrolling Out

I'm having an issue with scrolling out, namely; I can't. Whenever I go to scroll out it puts me into First Person mode. I've keybound it to pretty much everything on the keyboard and reset several times. I've reset interface, cache and wtf folders; pretty much done everything short of uninstalling/reinstalling WoW.

Anyone have any idea what might be happening?

I'm unable to recreate this, try to describe what type of computer you have, especially focused around the mouse.
