Why is florida excluded from 2year giveaway ?

just curious why players whome reside in florida are not eligible for the 2year anniversery give aways. I have friends and familly living in cali, if i update my info with there address would i be eligible? I am sure the reason is some nonsence legal mumbo jumbo but ide like to know it anyway.
