Paid Character Transfer- Error

When i try to use the Paid Character Transfer not the Free service I receive an error only stating:

Sorry, but there has been an error with your request.

I get as far as the "Move Character" button you get after selecting your character but then i receive the above error.
I know they took the Free transfer offline for a week or so. Does this also effect the paid one's aswell?
Or is anyone else having this problem?
